<p><strong>The Shasta County Veterans Affiliated Council (SCVAC) has announced its call for nominations for the SCVAC Veteran Advocate of the Year (Individual and Group) Awards. </p>
<p>The below nomination criteria is provided for both the individual and group awards.</p>

<p>NOMINATION INSTRUCTIONS:</p>
<p></strong></p>
<p>Specific award nomination criteria must be addressed when preparing and submitting nominations for the SCVAC Veterans’ Advocate of the Year Award (Individual and Group).  Additionally, specific format requirements must be met. Failure to do so may result in disqualification of the nomination.</p>
<p>Questions regarding any facet of nomination preparation should be immediately addressed to the Chairman of the Selection Committee or President, SCVAC.</p>
<p>The following instructions apply to both the individual and group award.</p>
<p>1. Nominations will be based only on achievements occurring/concluding during the specified time frame of 1 October 2009 thru 30 September 2010.</p>
<p>2. Advocacy work performed as, or in conjunction with, responsibilities as a paid employee for any company or organization; or as part of a for-profit endeavor as a business, is not eligible for nomination.</p>
<p>3. Submit nominations by <strong>30 September2010 </strong>to the Selection Committee Chair:</p>

<p>5. Nominations must be typed on a single sheet of 8.5” x 11” white bond paper. This equates to a total of 40 lines. Nominations exceeding one typed page will not be accepted.</p>

<div><strong>VETERAN ADVOCACY:</strong></div>
<p><strong>Provide factual and substantiated examples of the nominee’s significant advocacy for veteran affairs and demonstrated service to veterans and their families that warrant this recognition. Describe how the nominee took specific action to enhance the lives of veterans and their families through special projects and other outstanding services to veterans. Be sure to show the impact of the actions taken.</p>
<p>COMMUNITY SERVICE:</p>
<p><em>Provide factual and substantiated statements of contributions made in support of the surrounding community which added to or improved the lives of all citizens.</em></p>

<div><strong>TEAMING WITH VETERANS ORGANIZATIONS:</strong></div>
<p></em></p>
<div><em><strong>Provide factual and substantiated statements of involvement with veterans’ organizations, with emphasis upon those organizations operating within the legal jurisdiction of Shasta County.  Include memberships and teaming opportunities in support of special projects, functions and other veterans-related activities. Cite specific examples of teaming with various veterans organizations on projects beneficial to the veteran community.</strong></em></div>
<div><strong>SCORING:</strong></div>
<p>A. Scoring will be individually completed by each member of the awards committee at an awards committee meeting as called by the Chairperson. The Chairperson will then collect all individual committee member scores and combine them for a total score for each nomination package. The awardee is determined by the individual or group having the highest total score.</p>
<p>B. No ties will be allowed. In the event of a tie, committee members will jointly discuss the merits of the affected nomination packages. Upon completion of the discussion, committee members will then rescore the affected nominations. The Chairperson will then collect the individual committee member scores for each nomination package and tabulate a final total score. If scoring again results in a tie, the matter will be referred to the SCVAC President to cast the tie breaking vote. In the event the tie includes the nomination of the SCVAC President the Selection Committee Chairman will cast the deciding vote.</p>
<p>D. Criteria to be evaluated and scored is the same for both individual and group awards. It consists of the following categories: Veteran Advocacy, Community Service, and Teaming with Veterans Organizations.</p>
<p>E. Nomination criteria are individually weighted as follows:</p>
<p>1. Veteran Advocacy 50 Points</p>
<p>2. Community Service 25 Points</p>
<p>3. Teaming with Veterans Organizations 25 Points</p>

<p style="text-align: left;"><strong>Democratic congressional candidate, Jim Reed, recently challenged Congressman Wally Herger (R-CD2) to a series of three debates in the North State.  The first two would have occurred in August, one in Yuba City, the other in Chico.  The final debate in September would have taken place in Redding.</strong></p>
<p><strong>Seems like a reasonable plan to me.</strong></p>
<p><strong>  </strong></p>
<p><strong>Holding debates in some of the more populated areas of the congressional district would have afforded voters a pretty convenient opportunity to judge first-hand the strengths and weaknesses of the candidates.</strong></p>
<p><strong> </strong></p>
<p><strong>Unfortunately, Wally refused.  Instead, his campaign staff apparently suggested they’d be interested in a possible October debate.</strong></p>
<p><strong> </strong></p>
<p><strong>Anxious to lock in on a firm date, the Reed campaign then, apparently, approached the Chico League of Women Voters to see if they’d be interested in hosting an October debate.  They were.  A tentative date of October 6th was selected.</strong></p>
<p><strong>     </strong></p>
<p><strong>Again, seems like a reasonable plan to me.  </strong></p>
<p><strong> </strong></p>
<p><strong>A debate in early October would most likely garner a lot of voter interest given its close proximity to Election Day, while also taking place well before absentee ballots began showing up in voter mail boxes.  </strong></p>
<p><strong> </strong></p>
<p><strong>Unfortunately, Wally refused . . . again.  </strong></p>
<p><strong> </strong></p>
<p><strong>Although still expressing interest in a single October debate, Herger’s campaign staff wasn’t quite ready to commit to or even seriously discuss a specific date . . . at least not at the moment.  You know the old saying, “Don’t call us; we’ll call you.”</strong></p>
<p><strong> </strong></p>
<p><strong>Back during the primary congressional campaign, similar efforts were made to schedule debates between myself, the republican challenger, and the congressman.  All to no avail.</strong></p>
<p><strong> </strong></p>
<p><strong>To their credit, the Bostonian Tea Party and Chico League of Women Voters tried mightily to get Wally to participate in their respective debates.  He declined all offers, citing a convenient ‘longstanding policy’ preventing him from engaging in political discourse with fellow republican challengers.  </strong></p>
<p><strong> </strong></p>
<p><strong>All personal political considerations aside, candidates seeking elected office should welcome the opportunity to engage in rigorous political debate.  In fact, they should pursue it.  What better opportunity to showcase one’s command of the facts and leadership on the many critical issues facing America today?  </strong></p>

<p>It&#8217;s official!  The Fiorina / Boxer debate is now on the calendar for September 1st.  Check out all the details below.</p>
<p>&#8220;Be sure to tune in for the first of, hopefully, several televised debates between Republican candidate Carly Fiorina and Democrat incumbent Barbara Boxer.   The debate will be televised live from St. Mary&#8217;s College in Moraga, CA from 7:00 to 8:00 p.m. the evening of September 1st.  It will be carried on one of the C-SPAN channels and KRVU (Chico), KTVU, KICU (San Francisco), and KCRA (Sac).  You can also listen to it on the radio at C-SPAN Radio, KQED-FM (SF), or NPR.  This is a great opportunity to see the two major candidates respond to the issues facing the nation and California.&#8221;</p>

<p>There are some exciting races in this year&#8217;s primary election, both locally and statewide.  The members of the CN&amp;R editorial board have selected the ones they think are most interesting and made the following endorsements in contested elections.  We urge voters, however, to do their own investigations of the candidates and issues and to come to their own conclusions.</p>
<p><strong>FEDERAL</strong></p>
<p><strong>U.S. Congress, District 2: Pete Stiglich</strong></p>
<p>Wally Herger is seeking his 12th term, and our sense is that he&#8217;s running on autopilot these days, just filling the seat and drawing the paycheck.  He&#8217;s done little or nothing for his district this year.  It&#8217;s time for a change.  His Republican challenger, Pete Stiglich, a retired Air Force colonel, is just as conservative as Herger is, perhaps more so, but he at least is passionate about the job and eager to get things done.</p>

<p>&#8220;In the race for the 1st and 2nd Congressional Districts, the Democrat is endorsing Republicans Loren Hanks and Pete Stiglich as the nominees.<br />

<p>In the 2nd Congressional District, we support Stiglich, 56, a resident of Cottonwood, who is a retired colonel of the U.S. Air Force, serving from 1980 to 2006.  </p>
<p>While we like incumbent Wally Herger, we feel he has been in Congress too long, having served since 1986.  Additionally, over time Herger has fallen more in lockstep with the Republican Party and shown little independent thinking.  He&#8217;s a safe vote for the party, and this has affected his independence.  In short, he&#8217;s more of the same-old, same old. </p>
<p>Stiglich, meanwhile, holds many of the same philosophies as Herger.  The significant difference, however, is that he could go to Washington, D.C., unincumbered by political diatribe, or be beholden to the Republican Party as Herger is.  Herger has played off the anti-government mood of the country, it&#8217;s time to show him that his message has been heard.&#8221;</p>

<p>I have worked for two legislators during the past decade and know firsthand what type of leadership is needed to get this state and nation back on track.</p>
<p>We need to elect a God-fearing man of integrity who stays true to his convictions, is fiscally responsible, is committed to proposing viable legislation and will work diligently to protect our country’s borders.</p>
<p>A man who is not easily swayed, does not repeat the same mistakes and is not weak in character.</p>
<p>A man who is trustworthy and will cast his vote against opposition and ridicule on the important issues that are facing us today.</p>
<p>A man who is willing to lead with wisdom and common sense.</p>
<p>A man willing to serve his constituency rather than ensure his re-election.</p>
<p>A man who isn’t manipulated by special interest groups or pressured by career politicians to vote for a budget that isn’t worth the paper it’s written on.</p>
<p>A man with leadership experience, a gentleman and a scholar — a true statesman.</p>
<p>That man is Col. Pete Stiglich.</p>
